| The
International Federation of Red Cross
and Red Crescent Societies launched
its 2004 Appeal for Nepal at the end
of December 2003. It seeks 1.9 million
Swiss francs (CHF) to fund various humanitarian
assistance and development programmes
to be implemented through the Nepal
Red Cross. The Nepal Appeal was part
of the International Federation worldwide
Appeal requesting funding of CHF 217.6
million. The
basic feature of the Nepal Appeal
is the community based approach used
in the majority of the programmes.
The Nepal Red Cross will implement
the programmes through its district
branches and together with local communities
selected for their specific vulnerabilities.
The health programmes
are seeking funding for various community
based initiatives, such as the Community
Development Programme which aims at
building capacity of people and communities
that are threatened by the socio-economic
hardships. The programme mobilizes
the families in the geographical areas
where it is implemented to improve
their basic health and sanitation
conditions and conduct other activities
strengthening the local community.
Health Care Programme
is another part of the health activities.
It is integrating reproductive health
activities and HIV/AIDS awareness
aiming at specific risk groups such
as migrant communities. The Appeal
is also seeking funding for the Community
Based First Aid programme which strengthens
communities to manage injuries and
illnesses, promote their own health
and be better prepared to deal with
disasters. This is a programme that
the Nepal Red Cross would like to
scale up, so it would like to identify
new partners that can support the
programme. The total budget for the
health programmes is CHF 632,000.
Nepal is a disaster prone country
being affected every year by floods
as well as landslides. The Federation
has appealed for CHF 441,000 for disaster
related programmes on behalf of the
Nepal Red Cross. The main component
in this area is disaster preparedness
programme, which includes community
based activities. To strengthen the
communities by elaborating local preparedness
plans, train community members in
response and implementing small scale
mitigation projects are activities
within this programme. A big programme
Nepal Red Cross has been implementing
is humanitarian assistance to Bhutanese
refugees living in seven camps in
the eastern region country. Most of
the funding is provided directly by
UNHCR and the WFP to Nepal Red Cross.
In the Federation Appeal funding is
sought for uniforms for the refugee
school children living in the camps.
Another essential
programme area is Promotion of the
Red Cross Fundamental Principles and
Humanitarian Values, especially because
of the armed conflict Nepal is currently
affected by. It becomes essential
to disseminate the basic Red Cross
values and create an understanding
of the Red Cross as a neutral, impartial
and independent organization. To promote
human dignity, tolerance and fight
against discrimination is also a priority
for Nepal Red Cross. This is manifested
in the way service programmes are
designed and implemented and is integrated
in various training courses for volunteers
and staff. The Appeal is seeking CHF
30,720 for the implementation of this
programme.
One of the main
strengths of Nepal Red Cross is its
country wide network which has covered
all 75 districts of the country. To
enhance and sustain that strength,
staff and volunteers need regular
training and updates in areas such
as management, need assessment methods
and project implementation. An Organizational
Development Programme is therefore
included in the Appeal for a sum of
CHF 728,000.
Activities to achieve
the objectives of increased participation
of women among volunteers and decision
makers and an increased capacity of
the youth circles are included in
the Organizational Development Programme.
The final part of
this programme is the improvement
of the financial resource mobilization
of Nepal Red Cross.
The
Appeal is also seeking support for
the Federation management and coordination
in Nepal. |
